Whenever a player changes a client setting which is synchronized with the server.
The following settings can be "observed" with this hook (number = setting ID):

- 1: Screen Resolution (res), value1 = X Res, value2 = Y Res
 - 2: Screen 4:3 (screen4by3), value1 = 1/0
 - 3: Window Mode (win), value1 = 1/0
 
Note: value2 is only set for the screen resolution setting.
